MINUTES OF THE BOARD OF TRUSTEES OF THE BUTTE-MEADE SANITARY WATER DIST.
BUTTE & MEADE COUNTIES
NOVEMBER 10, 2020

A regular meeting of the Board of Trustees of the Butte-Meade Sanitary Water District was held at District Office on November 10, 2020 at 8:00 a.m.  The meeting was called to order by the President of the Board, Bob Lewis at 8:15 a.m. Unless otherwise noted, all Board action was by unanimous decision.

Members Present: Bob Lewis, Brian Stambaugh (via teleconference), Gary Velder, Judy Heisler, Penny Oedekoven , Merri Stapp, Clerk Treasurer, Mike Wolff, District Manager. Absent: None.

Motion by Penny Oedekoven, second Bob Lewis to adopt the agenda. All voted yea.

The Minutes of the October 14th meeting were read and approved on a motion by Bob Lewis, second Gary Velder. All voted yea.

The Treasurer’s Report and bills were approved on a motion by Gary Velder, second Bob Lewis. All voted yea:

Clerk Treasurer Stapp discussed hiring a very part time billing clerk, to work 4 t 5 days a month.With the COVID cases increasing in the area, she would like another person familiar with the District’s billing system to be able to fill in, in case of illness with one of the Clerks, similar to what a “substitute teacher” would be in a school setting.  The Board tabled this for now.

Manager Wolff presented his monthly repair and maintenance report which included:

*Beet Road line is mostly in place. There are 2 culverts yet to install, then the line needs to be flushed, disinfected and the water tested.  Next spring, the road will be crossed.

* Bore at the Wattawa place is finished.

* Water testing is complete.

* A  heavy duty pickup was purchased from SD Federal Surplus @  $28,100.00. It is a 2010 Chevy with less than 45,000 miles.

*SD Rural Water is looking into starting a health insurance group. They will contact the water systems with info as they put it together.

* Report on Manager’s meeting recently attended.

* A basement removal and new taps yet to be done.

Trustee Velder discussed line replacement, with Manager Wolff explaining the current policy of highest priority replacements done first, with line replacements done as funds permit.

Motion Bob Lewis, second Gary Velder the Board entered into executive session at 9:17 am. (SDCL 1-25-2 (4). All voted yea. Also present were Clerk-Treasurer Stapp and Manager Wolff .Clerk-Treasurer Stapp and Manager Wolff out @ 9:25 am. President Lewis declared the Board out of executive session @ 9:49 am.

On a motion by Bob Lewis, second Gary Velder, Operator Williamson will be paid the same amount as Operator Hunt beginning with the January 2021 wages.  The 2021 Hiring Agreement for Operator Williamson will be ready for signatures at the December 2020 meeting.

On a motion by Penny Oedekoven, second Judy Heisler the meeting was adjourned at 9:10 am
