A regular meeting of the Board of Trustees of the Butte-Meade Sanitary Water District was held at the District Office on January 10, 2024, at 8:00 a.m., led by the Pledge of Allegiance.  The meeting was called to order by the President of the Board, Bob Lewis at 8:00 a.m.

Unless otherwise noted, all Board action was by unanimous decision.

Members Present: Bob Lewis, Gary Velder, Penny Oedekoven, Judy Heisler, Richard Harmon, Todd Williamson, and Dallas Conner.  

Motion by Judy Heisler, second by Richard Harmon to adopt the agenda.  Motion carried.

The Minutes of the regular December 13, 2023, meeting were presented and approved on a motion by Judy Heisler, second by Gary Velder.  Motion carried. 

The Treasurer’s Report and bills were approved on a motion by Richard Harmon, second Penny Oedekoven.  Motion carried.

Old Business:

• Well Update – Everything is in order with the state and the District is ready to proceed with the bid process.  Motion by Judy Heisler to advertise to bid the Well Project, second by Richard Harmon. Motion carried.  

New Business:

• On a motion by Penny Oedekoven, second by Judy Heisler, the following are approved for 2024. Motion carried.
• First National Bank – official bank
• Black Hills Pioneer – official newspaper
• Annual Trustee Election – June 5, 2024
• Dwight Gubbrud – attorney
• FMG, Inc – engineer
• Independent Audit Service – annual audit

Election of Officers – Judy Heisler made a motion to nominated Bob Lewis, President, Penny Oedekoven, Vice-President and Judy Heisler & Richard Harmon, voting delegates. Second by Gary Velder, motion carried.

• Employee Wages for 2024 as approved by the board in 2023.

  • Operator, Don Hunt – $29.20
  • Fill-in operator – $30.00
  • Office Manager, Dallas Conner – $37.40

• Issuer Resolution – Motion by Penny Oedekoven, seconded by Gary Velder to approve Issuer Resolution 2024-01. Motion carried.

Office Manager Report:

• Christmas Party is scheduled for January 26, 6:00 pm at High Plains.

Manager Report:

• Fixed 7 leaks the first 9 days of January.
• Waiting on final plans from the state to move forward with the junction.
• Mike & Don are at the Annual Technical Conference.  Any board members that would like to go next year, we will need to plan in November.
• Western Dakota Regional Water System – Todd attended the Newell council meeting along with other representatives of WDRWS and Newell has decided to join. 

The board discussed the Vale Ag Show and members would like to see Butte-Meade Sanitary Water be a part of it next year.  Dallas Conner & Todd Williamson will get information on this.
