Butte-Meade Sanitary Water District

A regular meeting of the Board of Trustees of the Butte-Meade Sanitary Water District was held at the District Office on January 21, 2026, at 8:00 a.m., led by the Pledge of Allegiance.  The meeting was called to order by the Vice President of the Board, Penny Oedekoven at 8:00 a.m.

Unless otherwise noted, all Board action was by unanimous decision.

Members Present: Penny Oedekoven, Richard Harmon, Gary Velder, Todd Williamson and Dallas Conner.  

Motion by Gary Velder, second by Richard Harmon to adopt the agenda.  Motion carried.

The Minutes of the regular December 10, 2025, meeting was presented and approved on a motion by Richard Harmon, second by Gary Velder.  Motion carried. 

The Treasurer’s Report and bills were approved on a motion by Richard Harmon, second Gary Velder.  Motion carried.

Old Business:

• Well Update – Mike has been consulting with Hawkins about the iron issues & has a possible solution.
• Christmas Party – The Christmas Party was a success, everyone agreed it was a great time.  

New Business:

• On a motion by Richard Harmon, second by Gary Velder, the following are approved for 2026. Motion carried.

• First National Bank – official bank

• Black Hills Pioneer – official newspaper

• Annual Trustee Election – June 2, 2026

• Dwight Gubbrud – attorney

• FMG, Inc – engineer

• Independent Audit Services – audit

• • Election of Officers – Richard Harmon made a motion to nominated Bob Lewis, President, Penny Oedekoven, Vice-President, second by Gary Velder, motion carried.
  • Employee Wages for 2026 as approved by the board in 2026 budget.

• First Reading of Ordinance No 1-2026 – Tap Fee

• Fee Schedule – Motion by Richard Harmon, second by Gary Velder to table changes to the fee schedule.  Motion carried.

Office Manager Report:

• The wind caught the front door.  The screws have pulled out of the frame several times.  Options will be looked into for replacement

Manager Report:

• Mike Wolff, Todd Williamson & Dallas Conner attended the Annual Technical Conference in Pierre.  
• Vale – New pump is in.
• Scada – Dakota Pump & Control installed new Scada System.  The operators can check tank levels & turn on pumps from their phone.  
• Fixed a few minor leaks the past month.
• Received permit from Game Fish & Parks.
