A regular meeting of the Board of Trustees of the Butte-Meade Sanitary Water District was held at the District Office on January 12, 2022 at 8:00 a.m., led by the Pledge of Allegiance.  The meeting was called to order by the President of the Board, Bob Lewis at 8:05 a.m.

Unless otherwise noted, all Board action was by unanimous decision.

Members Present: Bob Lewis, Gary Velder, Penny Oedekoven, Richard Harmon, Judy Heisler, Don Hunt and Dallas Conner.  

Motion by Gary Velder, second Judy Heisler to adopt the agenda, motion carried.

The Minutes of the regular December 8, 2021 meeting were read and approved on a motion by Richard Harmon and second by Gary Velder.  Motion carried. 

The Treasurer’s Report and bills were approved on a motion by Judy Heisler, second Penny Oedekoven.  Motion carried.

Old Business:

• Office Updates – New central printer/fax will be installed on January 19, this will replace all current printers and the fax in the office. 
• Employee Handbook – Alternative HR looked over our current handbook & made necessary changes.  The board considered recommendations and the following changes will be added on a motion by Bob Lewis, second by Gary Velder, motion passed.
  • A review section will be added to the handbook.  This will outline the annual review process.  
  • The District will pay for 80% of a family premium and $700 towards the spouse. 

New Business:

On a motion by Penny Oedekoven, second by Richard Harmon, the following are approved for 2022.  Motion carried.

• First National Bank – official bank
• Black Hills Pioneer – official newspaper
• Annual Trustee Election – June 7, 2022
• Dwight Gubbrud – attorney
• FMG, Inc – engineer
• Independent Audit Services – annual audit

Election of officers – Judy Heisler made a motion to nominated Bob Lewis, President, Penny Oedekoven, and Vice-President. Richard Harmon second, motion carried.

Bob Lewis nominated Judy Heisler as the Voting Delegate, Judy second, motion carried.

The following are 2022 Employee Wages as set by the board in July, 2021.

• Manager – $39.00
• Operator – $26.25
• Fill-in operator help – $25.00
• Office manager – $33.65
• Billing Clerk – $16.00

Office Vacancy – At 9:15 am, Bob Lewis called an executive session 1-25-2 section 1 & 3, second by Penny Oedekoven. President Bob Lewis declared to return to normal meeting at 9:25 am.  Bob Lewis moved to approve hiring of CharLee Bachman, Penny Oedekoven second, motion carried. 

Manager Report: 

The report was given by Don Hunt.  Mike Wolff is in Pierre attending the Annual Tech Conference.

• Sales over 19 million gallons ahead of previous year.
• 2 Main Break, 1 on Vale Cut Off Rd and one near the old Doug Eichler place, & 3 minor breaks.
• Mike is talking with Brosz engineering to complete the bore & tie in on Horse Creek
• Quote for propane heater of the shop is $4500 for the system and approximately $500 for a tank.
• Theft of Service east of Newell discovered January 7, 2022.  The paperwork will be completed this week and turned into the Sheriff Department.
