September 10, 2025

A regular meeting of the Board of Trustees of the Butte-Meade Sanitary Water District was held at the District Office on September 10, 2024, at 8:00 a.m., led by the Pledge of Allegiance.  The meeting was called to order by the President of the Board, Bob Lewis at 8:00 a.m.

Unless otherwise noted, all Board action was by unanimous decision.

Members Present: Bob Lewis, Gary Velder, Penny Oedekoven, Richard Harmon, Mike Wolff and Dallas Conner.  

Motion by Gary Velder, second by Penny Oedekoven to adopt the agenda.  Motion carried.

The Minutes of the regular August 13, 2025, meeting was presented and approved on a motion by Gary Velder, second by Richard Harmon.  Motion carried. 

The Treasurer’s Report and bills were approved on a motion by Penny Oedekoven, second Richard Harmon.  Motion carried.

Old Business:

  • Well Update – Jason Pettyjohn will contact contractor to setup the preconstruction meeting for the tank.  He has been working on the plans for the lift station.
  • Western Dakota Regional Water System Annual Meeting is September 25 in Keystone.  Todd Williamson, Richard Harmon & Dallas Conner will attend.
  • Audit – The audit has been accepted by the DLA.  The only suggestions the auditor had were to have the general ledger account numbers on the vouchers, this was done but were cut off when they were printed for the audit.  Having a total on the check detail and changing the general ledger name for a CD that renewed.  Motion by Richard Harmon, seconded by Penny Oedekoven to accept the audit.  Motion carried.


New Business:

  • Second reading of Ordinance No 1-2025 – An ordinance amending Butte-Meade Sanitary Water District Ordinance No 1-2024 – Water Rates. 
  • Rate for Campgrounds – With development going on around Orman Dam, the board discussed adding a billing rate specific to campgrounds.  Dallas will reach out to other water districts across the state to see how they handle this and will report back at the next meeting.
  • Harvest Festival/Trunk or Treat/Festival of Trees – Dallas would like permission to participate in these events again this year, the board agreed.   


Office Manager Report:

  • Butte-Meade water participated in the Labor Day Parade.  It seemed like a larger crowd than in the past.
  • Drove the statements to Sturgis to see if they would be delivered quicker.  Most received them in 3 days.
  • Dallas is attending a free HR class in Belle Fourche September 10 at noon.  This is sponsored by the Belle Fourche Chamber.


Manager Report:

  • Fixed leaks on Fruitdale Lane and Horse Creek.
  • Finishing up water samples for the year.  We did need to retest and sample that came back.  The new sample tested fine.
  • Todd, Don & Verl are working on Viken Road.
  • Mike has been working on hydraulic leaks on the skid steer.
  • Have at least 3 more taps to do this year.


Motion by Penny Oedekoven, seconded by Richard Harmon, the meeting was adjourned at 9:05 am.
