A regular meeting of the Board of Trustees of the Butte-Meade Sanitary Water District was held at the District Office on January 9, 2023 at 8:00 a.m., led by the Pledge of Allegiance.  The meeting was called to order by the President of the Board, Bob Lewis at 7:59 a.m.

Unless otherwise noted, all Board action was by unanimous decision.

Members Present: Bob Lewis, Gary Velder, Penny Oedekoven, Richard Harmon, Judy Heisler, Mike Wolff and Dallas Conner.  

Motion by Penny Oedekoven, second Judy Heisler to adopt the agenda, motion carried.

The Minutes of the regular December 19, 2022 meeting were read and approved on a motion by Richard Harmon and second by Penny Oedekoven.  Motion carried. 

The Treasurer’s Report and bills were approved on a motion by Judy Heisler, second Gary V.  Motion carried.

Old Business:

• Land purchase – Mike Wolff & Dallas Conner met with Dwight Gubbrud & Jason Pettyjohn, (engineer) to go over purchase agreement.  Dwight is working on the paperwork and it should be ready by January 15. 

New Business:

On a motion by Bob Lewis, second by Penny Oedekoven, the following are approved for 2022.  Motion carried.

• First National Bank – official bank
• Black Hills Pioneer – official newspaper
• Annual Trustee Election – June 6, 2023
• Dwight Gubbrud – attorney
• FMG, Inc – engineer
• Independent Audit Services – annual audit

Election of officers – Judy Heisler made a motion to nominated Bob Lewis, President, Penny Oedekoven, Vice-President and Judy Heisler, voting delegate. Second by Richard Harmon, motion carried.

The following are 2023 Employee Wages as set by the board in 2022.

• Manager – $41.69
• Operator – $28.06
• Fill-in operator help – $25.00
• Office manager – $35.98
• Billing Clerk – $16.74
• Assistant Billing Clerk – $16.04 

Executive Session – Motion by Judy Heisler to enter executive session at 8:16, second by Penny Oedekoven, motion passed.  

Motion by Judy Heisler to leave executive session at 8:26, second by Penny Oedekoven, motion passed.

Motion by Judy Heisler to terminate employment of Kim Marzolf, second by Penny Oedekoven, motion passed.

Motion by Judy Heisler to raise wages for CharLee Bachman to $19.00.  Second by Richard Harmon, motion passed.

Manager Report: 

• SOC & VOC waivers have been approved by the state.
• Cold weather and wind in December caused a few freeze ups.
• Roy Berry picked up the truck. Mike is still working on what to do with the pickup.
• Mike will be attending the Annual Tech Conference in Pierre January 11-12
• Have been working on the truck.  Installed soft plug heater and fixing some small spots of rust.
